El Dodgo buys a 2nd hand vehicle privately giving a false name and address. The seller send his part to the DVLA. The DVLA then sends out letters to Never Never Land. Because of costs the rozzers have abandoned fitting ANPR cameras to their vehicles. Most crimes like theft of petrol, shop lifting, fraud are now not worth of logging let alone investigating. Net result? Crime Pays!
