2004 Audi A3 instrument cluster

hi all, i have an Audi A3 3.2 and there a few issues with the cluster, the previous owner has attempted to change the dials on the clock and made a pigs ear, the gauges don't move for the first 5 secs and there is a buzzing noise from within the cluster, after 5 secs the buzzing goes off and the gauges work, is it cluster repairs or BBA reman or would an auto electrician be able to sort?
